Naruto is filled with thousands of different Jutsu. Only characters gifted with the Sharingan stand a chance of learning them all. However, it's not necessary to learn several different types of Jutsu as long as a shinobi possesses a strong technique. Naruto's Shadow Clone Jutsu or Rock Lee's Taijutsu are good examples.
Fights between rival shinobi are often won by those who have the stronger Jutsu. A character doesn't have to be powerful or intelligent to win a fight. Maintaining a Jutsu that can counter their opponent's can ensure a victory.
